Road Safety: Our Vision Zero Plan

We are working to make the City of London’s streets safe for everyone. We have an ambition for there to be zero deaths or serious injuries on our streets by 2040. This goal is called 'Vision Zero'.

Our Vision Zero Plan 2024 - 2028 sets out how we will achieve this aim. The plan follows an internationally recognised ‘Safe System’ approach. This improves upon the traditional approach of categorising activity by engineering, education or enforcement, and sees a death or serious injury as a failure of a ‘system’.

The plan is a supporting document of the Transport Strategy which provides further detail and information on how the Vision Zero ambition will be realised. It recognises that we all have a role to play in reducing risk on our streets and creating safe, forgiving environments. 

A Safe System approach

Our Plan includes initiatives under the following five Safe System themes:

  • Safe Streets – to ensure streets are designed to be forgiving and minimise risk to street users. 
  • Safe Speeds – encouraging speeds appropriate to the street.
  • Safe Vehicles – focusing on vehicles that pose the greatest risk.
  • Safe Behaviours – improving the behaviour of street users.
  • Post Collision Response – learning from serious collisions and improving care for victims of road trauma.

Our areas of focus

To create the plan we analysed collisions and casualties in the Square Mile which revealed: 

  • People walking, cycling and riding motorcycles are the most vulnerable on the City’s streets.
  • Junctions are the highest-risk locations, with complex turning manoeuvres presenting greater potential for conflict.
  • Over half of all deaths and serious injuries occur on TfL managed streets. A strong and effective partnership with TfL will be vital in reducing risk and casualties in the City.
  • People riding and driving motorcycles, buses/coaches and HGVs pose the greatest risk to others.
  • Most serious injuries involve collisions with cars, taxis and private hire vehicles.
  • People riding motorcycles in the City are involved in the most serious collisions relative to their number.
  • Conflict between people cycling and walking is an issue to be addressed.

The Highway Code Campaign 

Transport for London is rolling out a new road safety campaign which highlights five key rules which exist to keep people walking, wheeling, cycling and motorcycling safe. No matter how you use the road to know the rules and follow them every day.

The campaign communicates the following core messages:

  • You must stop for people on zebra crossings
  • Always let people cross before you turn
  • Always let cyclists pass before you turn
  • Always stop for people at zebra crossings on cycle tracks
  • Cyclists must always stop at red lights
  • Follow the rules, help keep Londoners safe
