Changes for licensed taxis - access between Poultry and Cornhill

Since 28 July 2025, licensed taxis (black cabs) have been allowed to drive eastbound from Poultry to Cornhill on weekdays between 7am and 7pm as part of an experimental traffic order. Since October 2025, after work on Leadenhall Street finished, taxis were also allowed to go westbound through the junction.

Taxis cannot turn towards Monument or London Bridge during these times.

All other traffic rules at Bank remain in place: general traffic and private hire vehicles cannot cross Bank between 7am and 7pm on weekdays.

Next steps

The trial to allow licensed taxis (black cabs) to drive through Bank junction between Poultry and Cornhill, when access for general traffic is restricted (7am to 7pm, Monday to Friday), is still ongoing.

Following a public consultation exercise that started in January 2026 and closed on 31 May 2026, the consultation results and monitoring data will be presented to the Planning & Transportation Committee in autumn 2026. At this meeting, the committee will decide whether to keep east/west taxi access through Bank junction on a permanent basis.

The construction works at Bank Junction are now complete, making the area a safer and nicer place to travel through and visit.

The following permanent traffic changes are in operation 24/7:

  • Queen Victoria Street, at its junction with Mansion House Street, closed to all motor vehicles.
  • Threadneedle Street, between Bank Junction and Bartholomew Lane, closed to all motor vehicles.
  • Banned left turn, except for cyclists, from Mansion House Street into Princes Street.
  • On Princes Street:
    • No motor vehicles to enter from the north end of Princes Street heading southbound, except buses and for access (to Princes Street and Cornhill).
    • Left turn only into Cornhill from Princes Street heading southbound, except for buses and cycles.
    • No entry to Princes Street from Bank Junction heading northbound, except for buses and cycles.
  • Right turn only from Mansion House Place into Cornhill.

Timed traffic restrictions on Lombard Street are to remain in effect Monday to Friday, 7am to 7pm except for buses and cycles. The timed restrictions on Poultry and Cornhill are currently altered to allow buses, taxis and cycles on an experimental basis.

The project looked at key problems. Bank Junction was congested, polluted and unsafe. Incremental improvements over the last few years have seen junction become a more pleasant place for pedestrians and cyclists. Changes were introduced to address the following objectives: 

  • Reduce casualties by simplifying the junction
  • Reduce pedestrian crowding levels
  • Improve local air quality
  • Improve the perception of place, Bank is a place to spend time in rather then pass through

Street trees and in-ground planters delivered as part of the Climate Action Strategy’s Cool Streets and Greening Programme.
