City Plan 2040 sets out the vision, strategic priorities and policies for development in the City of London up to 2040. 

On 29 August 2024, the City of London submitted the proposed submission draft City Plan 2040 to the Secretary of State. The City Plan 2040 is now subject to an independent examination to be conducted by the Planning Inspectorate. This is a continuous process running from the date of submission through to receipt of the appointed Planning Inspectors' final report. Once confirmed, all details relating to the examination process will be made available here and sent by email to all respondents.

To assist the Planning Inspectors through the examination, the City Corporation has appointed Charlotte Glancy of Banks Solutions as an independent Programme Officer. The Programme Officer is responsible for all procedural matters of the examination and all future correspondence with Local Plan respondents will be undertaken via the Programme Officer.

The preferred method of communication for the Programme Officer is by email. 

Those who made representations during this Regulation 19 stage were, if the Inspector deemed it appropriate, offered the opportunity to submit further material or took part in specific hearing sessions and were notified regarding the examination process by the Programme Officer.

The Ministry of Housing, Communities and Local Government has prepared a guide which provides useful information about the local plan examination process.

  • 15 December 2025 - 6 February 2026 Consultation on the Modifications
  • 4 June - Published addendums to matter 7 statements 
  • 1 June - Deadline for addenda to matter 7 statements
  • 25 March - Examination in Public Hearings begin
  • 6 March 2025 -  Deadline for registering your interest to participate in the hearings and for submission of statements to the Programme Officer
  • 29 August 2024 - City Plan 2040 submitted for examination to the Secretary of State

  • 20 February 2026 - Provided the results of the Modifications consultation to the Inspectors. Published the main and additional modifications responses.
  • 9 October 2025 - Start of committee process for Modifications approval
  • 6 June 2025 - Published addendums to Statements of Common Ground on the Evidence page. Published an updated version of the Proposed Changes on the Examination documents page.
  • 9 May 2025 - Published further evidence on tall buildings (ED-HTB36) and two revised policies maps (LD36) on the Examination Documents page. Interested parties can submit an addendum to their matter 7 statement via the programme officer. The addendum must be limited to the new evidence published on the 9 May. The deadline is the 1 June.
  • 18 March 2025 - Updated timetable with attendees added onto the Examination Documents page. Public observation of the sessions is permitted and links to observe online sessions will be published in the below table 'Hearing Information'.
  • 13 March 2025 - Amended timetable added below. Matters Statements added onto the Examination Documents page.
  • 30 January 2025 - Added the Local Plan Exam Guidance Note, MIQs and Timetable and Public Notice of Examination onto the Examination Documents page.
  • 3 December 2024 - Added the list of Proposed Changes onto the Examination Documents page.
  • 26 November 2024 - Statements of Common Ground have been uploaded to the City Plan 2040: Evidence Base page.
  • 18 September 2024 - Planning Inspectors J Bridgwater PGDipTP MRTPI and A Phillips BA(Hons), DipTP, MTP, MRTPI have been appointed to undertake an independent Examination into the soundness and legal compliance of the Local Plan.
