You must apply for a premises licence if you want to provide licensable activity on a long-term basis. This includes the sale of alcohol, provision of regulated entertainment and the provision of late night refreshment from any place, vehicle, vessel or moveable structure. The fee you must pay for your application is set by the government and is linked to the rateable value of your premises.

Please make sure that you have read and understood the City of London’s Statement of Licensing Policy and guidance notes for applicants before completing your application.

You must complete an application for a premises licence, pay application fee and if you are applying to supply alcohol, your proposed designated premises supervisor must complete and provide a consent to be specified as DPS.

If you wish to make a change to your licence that will increase licensable activity or substantially change your existing licence, you must make a variation application.

If you wish to make a change to your licence but it will lessen licensable activity, promote the licensing objectives, or update the existing floor plan you must make a minor variation. If the Licensing Authority considers that the variation could have an adverse impact on any of the four licensing objectives, it must reject the application. In such cases, applicants are advised to submit a full variation application.

If you are a premises licensed for the sale of alcohol you must have a designated premises supervisor (DPS) specified on the licence. The DPS must be a personal licence holder and must provide consent to be specified on the licence. If the designated premises supervisor changes, the premises licence holder must apply to vary the licence to specify a new designated premises supervisor.

If the premises is sold or changes ownership, the new owner must apply to transfer the licence into their name. The previous licence holder must give consent to the transfer of the licence.

You must notify us of any changes to the address of a licence holder or designated premises supervisor.

If you are a Designated Premises Supervisor, you can use our online form to revoke your consent to be specified at a premises at any time.

If the licence holder dies, becomes incapacitated, or becomes insolvent, a person who has a prescribed interest in the premises may apply for the licence to be temporarily transferred into their name until a new licence holder is found to take over the licence.

If you are the freeholder or leaseholder of a premises, you may apply to us to be kept informed of all applications made in respect of that premises.  A notification of interest expires after 12 months.

You may apply for a provisional statement if a premises is to be, or is in the process of being constructed, altered or extended. The process is the same as that for a premises licence, but it does not convert into a licence and on completion of the work. For the change to have effect on the premises licence you must make a variation application.

You may apply to us, if you are a committee or board with responsibility for managing a community premises that is licensed for the sale of alcohol, to substitute the requirement for a designated premises supervisor and instead specify the committee or board as the responsible party for the sale of alcohol.
