The City of London Corporation is committed to transparently reporting progress and actions towards our net zero and climate resilience targets since the adoption of the Climate Action Strategy in 2020.
Each year, we publish a comprehensive report on progress towards our targets, including emissions reductions verified through an independent audit.

Dashboard
Stay up to date on our latest progress with the Climate Action Performance Dashboard - an interactive tool that visualises our data, making it easy to explore and understand.
We track over 60 key performance indicators (KPIs) across 12 projects delivering the Strategy, covering areas such as energy consumption and the number of fund managers with science-based targets. It also shows our annual emissions reductions as we work towards our climate targets.

What will you find in the 2025 climate action progress report?
This report sets out our performance between April 2024 and March 2025 on our journey towards making the Square Mile responsible, sustainable, and competitive by achieving net zero, building climate resilience, and championing sustainable growth.
The report outlines progress to date in:
- Emissions reduction: the City Corporation cut total value chain carbon emissions by 28% (including financial investments and supply chain) and 60% in our own operations since the 2018/19 baseline.
- Resilience: climate resilience boosted across the Square Mile through projects tackling heat and flood risks, with 186 trees planted and 17,200m² of enhanced greening delivered since 2021.
- Engagement: the City Corporation has been increasing and strengthening engagement with our value chain and partners across the Square Mile to accelerate emissions reductions and achieve net zero by 2040. Square Mile carbon emissions have reduced by 24% since the 2017 baseline.
- Sustainable Growth: climate action needs integrating into how we work, learn, invest, and build. We co-launched the Transition Finance Council with the UK Government to unlock the critical sustainable finance needed for the net zero transition.
How do we measure progress?
Data is fundamental to measuring progress. To monitor and measure our progress to net zero, we conduct a yearly carbon footprint assessment of all the City Corporation's carbon emissions (Scopes 1, 2, and 3).
Since 2021, our data has been verified annually by Achilles against best practice international standards. The City Corporation is one of the first local authorities to have achieved assurance over its full value chain emissions, including financial investments, demonstrating the robustness of our reporting.
We have identified a range of key performance indicators (KPIs) covering our own operations, our value chain (what we buy, sell, invest and lease to others), the Square Mile, and our climate resilience initiatives. The key to tracking progress is the regular and consistent monitoring of these indicators over time.
Recognition

In January 2026, the City of London was recognised again by environmental non-profit organisation, Carbon Disclosure Project (CDP), as one of just 120 cities worldwide taking bold leadership in environmental action and transparency, making it to their A list for the third time in a row.
Of the almost 800 cities assessed by CDP in 2025, only 15% received an A rating. To score an A, a city must disclose publicly through CDP, have a city-wide emissions inventory and have published a climate action plan. It must also complete a climate risk and vulnerability assessment and have a climate adaptation goal to demonstrate how it will tackle climate hazards.
